DOES YOUR OFFICE HAVE A RULE AGAINST CRITICIZING THE BOSS?

If yes, they are breaking the law.  The government protects the rights of most private-sector employees to discuss among themselves matters relating to wages, hours, and working conditions, which would include criticisms of management. An employer's blanket rule that you can’t complain about him or her to coworkers is arguably against the law.
